Creates a psionic field at the target site that deals 20 damage per second, and drains 20 energy per second from the Cantavis.
On recast, the field moves to the new target location. If the Cantavis dies, the storm dissipates.
Psionic Storm can stack, dealing 50% reduced damage for every stacked storm.

Fires a psi bolt that creates a dazing zone for 10 seconds. Targets that pass through the zone hallucinate for 3 seconds. Weapons that damage hallucinating victims create a phantom strike that deals half damage.
